This book explores how external powers influenced the Arab Spring uprisings in Egypt, Libya, and Tunisia. It investigates the responses of major global and regional players, including the United States, the European Union, Turkey, Saudi Arabia, Israel, and Iran.

External powers acted based on their own interests and values, often overlooking the desires of those directly involved in the uprisings. While some aimed to encourage democratic reforms and human rights, their efforts were frequently undermined by internal conflicts and inefficiencies.

Ultimately, these external actors played a limited role and were mostly observers rather than key influencers in the unfolding events. This volume brings together insights from leading international experts to provide valuable perspectives on how to better support governance during pivotal moments in the future.

The book is a collaborative effort between the Toda Institute for Global Policy and Research in Hawai and the Norwegian Institute of International Affairs (NUPI) in Oslo, with Sverre Lodgaard serving as the editor.
