Detective Sergeant Stilwell knows Catalina Island is far from a paradise, even though most residents believe it to be safely distanced from Los Angeles County’s troubles by twenty-two miles of ocean. When a tip leads Stilwell and his deputies to a midnight drug drop at the remote Airport in the Sky, the operation quickly spirals out of control. Shots are fired, a pickup driver flees into the mountains, and the plane escapes, leaving Stilwell facing an internal investigation that sidelines him.

Determined to uncover the truth behind the violent incident, Stilwell launches his own covert inquiry. While confined to the sheriff’s substation, he discovers an unclaimed backpack in lost and found, a clue that takes him all the way to the LAPD’s Open-Unsolved Unit and Detective Renee Ballard. Together, Stilwell and Ballard pursue a cunning criminal who seems to enjoy taunting law enforcement.
